Reimagining Hong Kong’s Streets

Let’s have more fixed-pitch and itinerant hawker licenses — surely, we can do better moving forward. What if we embraced a bold, dynamic policy to revive our streets, making them more textured, lively and more entrepreneurial : like they used to be?

Hong Kong has been known as home to one of the most entrepreneurial populations on the planet. Yet, the opportunities to experiment and thrive may be dwindling. Over the decades, fixed-pitch hawker licenses and mobile (itinerant) hawker licenses have been reduced, removed, or left to fade away and die like those who operated them; in some ways regulated out of existence.

But why does this matter? Some might think pushing businesses inside buildings, locking them into renting and pulling everything off our streets is progress. But is it?

The Reality: Forcing small businesses to only operate indoors limits creativity, it restricts accessibility and suffocates opportunities for those without deep pockets. Meanwhile vast public spaces — like waterfronts and urban corners — have become empty, soulless acres of bare concrete.

The Solution: Let’s rethink this!

A test program to activate unused public spaces with mobile hawkers could reintroduce the quirky, vibrant Hong Kong we all love.

– Packaged food and drink stalls: No food safety risks.

– Flexible, open layouts: No obstruction concerns.

Community-focused pricing models: Affordable and competitive for everyone.

I’m not advocating unchecked growth — it’s about smart growth. With careful planning, and smart execution we could create vibrant micro-hubs that serve the public, support innovation, and reignite the street culture that made Hong Kong a choice tourist destination and iconic. Our streets were the business incubator of the city …

Imagine starting in the lanes and open areas of Central or along the waterfront, turning these bare unused concrete spaces into thriving marketplaces. It’s low-cost, low-risk, and high-reward for everyone. Surely, this is a no-brainer for a city that thrives on innovation and resilience and is seeking a re-launch.

Let’s bring real life back to our streets and give our entrepreneurs the space to shine in front of the world; big events are great but small steps everywhere are needed as well.
