Hong Kong's Blueprint for Arts & Culture: Will It Finally Deliver?

Is the new plan for arts, culture, and the creative industries too narrow—or could it spark real growth in culture and tourism?

With Rosanna Law stepping in to lead this crucial government department, there’s a glimmer of hope for fresh perspectives and renewed energy. But as Bernard Chan recently highlighted in the SCMP, the question remains: can we articulate a clear vision for success?

Having worked in Hong Kong’s creative industry since the 80s—from design, holography, and 3D imaging, (check out my anaglyph 3D print of the lost Jumbo https://lnkd.in/g8zPTUq3) to collaborating with Simon Birch documenting Hope and Glory — I know firsthand how much heavy lifting it takes to nurture this ecosystem.

While I’m all for international engagement on muti-million dollar initiatives like—M+ Museum, mega-events and world-class orchestras—the essence of Hong Kong’s creativity lies elsewhere. It’s in our tea shops, bustling markets, street vendors, and vibrant alleyways. These are the stories visitors want to soak in, the visuals they share, and the moments they will carry home.

We need more:

Small galleries

Pop-ups

Easy-access exhibition spaces

These are the platforms where local creators shine, where community spirit thrives, and where visitors experience the true heart of Hong Kong. Culture doesn’t just exist in grand theatres or major galleries; it’s on our streets, walls, and corners—woven into everyday life.

The challenge is striking a balance: showcasing Hong Kong globally while embracing and amplifying its local vibrancy. Can this blueprint deliver both? Let’s ensure the real, authentic and less celebrated sides of Hong Kong are not overlooked.
