On yer bike or it will be seized! Cycling - New Territories HK
By HK Lawyer AJ Halkes Barrister-at-Law
On yer bike or it will be seized! The New Territories of Hong Kong has a long history of bicycling; yet I’m seeing notices stating parked bicycles are in unlawful occupation of government land, but why?
There are inadequate bicycle parking facilities across Hong Kong for commuters; yet, many great bicycle routes and paths in the New Territories serve remote local village communities as the only way to work or school.
Cycling is also one of the most environmentally friendly and cost-effective modes of human transport on the planet.
Will these notices now discourage people from cycling or from having a place to park? Or is it a logical step to end the dumping of old bicycles? I’m just not sure.
A row of orderly commuter bicycles that does not obstruct free passage over a vast pavement seems a limited type of land use. It simply represents a community making practical use of public space, securing bicycles from theft in an area with no alternatives.
We can and should do more urban planning for, and encourage, greater bicycle use in Hong Kong. Cycling supports sustainability, reduces congestion, and promotes healthier communities after all. Less load on our medical care systems has to be a good result!
So let’s take care not to deter responsible human-powered transport or environmentally friendly habits. Instead, perhaps we can build a bigger system that recognises bicycles as part of Hong Kong’s mobility future and drives that forward; build bike storage locations, and create more parking areas for commuters.
